Theodore Roosevelt responds to the content of a pamphlet sent with a letter from North Carolina Chief Justice Walter Clark. Roosevelt believes that the gentleman writing the pamphlet assumes incorrectly “that the people are made for the constitution and not the constitution for the people.”
