President Roosevelt thanks President-Elect Taft for his warm letter, and effuses praise of Taft’s inauguration speech. Roosevelt suggests appointing William Loeb during the Senate recess to prevent Representative Charles N. Fowler of New Jersey from exercising power before he leaves office.
