President Roosevelt congratulates Governor Brooks of Wyoming on the third annual meeting of the Trans-Missouri Dry Farming Congress. Roosevelt is deeply interested in the development of agricultural resources in the arid parts of the western United States. He will do everything he can to aid Brooks in his work.
