President Roosevelt thanks Solicitor General Hoyt for the high quality of his service during Roosevelt’s administration. If there had been a chance to put a judge from New York or Pennsylvania on the Supreme Court during Roosevelt’s tenure, he would have wished to appoint Hoyt.
