Letter from Theodore Roosevelt to Oliver Cicero Wiley

President Roosevelt has received Oliver Cicero Wiley’s letter, but does not think that he would be able to approve a bill reinstating the person that Wiley asked about into the service. The person in question, Roosevelt recalls, “is the young man who used the obscene and abusive language to an enlisted man.”
