President Roosevelt sends Senator Newlands a copy of a letter he has sent to Representative Theodore E. Burton regarding the bill about the Inland Waterways Commission. Roosevelt tells Newlands that the bill as written is “a sham,” and he hopes that it will be amended to appropriately provide funds for the commission.
