President Roosevelt does not understand why the House of Representatives did not pass a bill awarding medals to Edward Spencer, Bishops Joseph C. Hartzell, and Charles Henry Fowler. Roosevelt enjoyed meeting Dr. Young and is saddened by the death of Fowler.
