President Roosevelt doubts whether he could appoint another Kentuckian in Virginia. He has a high regard for Joshua F. Bullitt, but does not wish to deal with the matter until he has to. Roosevelt would like John Fox, Jr. to visit the White House with Bullitt and Henry C. McDowell so the three of them can talk.
