President Roosevelt sends William Emlen Roosevelt some letters from George W. Goethals for him to read and return. Secretary of State Root is of the opinion that James Alexander Scrymser is impossible to deal with because of the frequent haggling, but Roosevelt thinks that Goethals’s proposals were reasonable.
