President Roosevelt apologizes to Judge Brawley. Roosevelt had an understanding with Colonel Ariosto A. Wiley that if the position of Commissioner for Locating and Marking Confederate Graves became vacant, he would appoint Wiley’s candidate, William C. Oates.
