President Roosevelt is surprised by Senator Beveridge’s statement regarding the German ambassadorship, as it was the opposite of what Roosevelt had told him. Roosevelt cannot consider Spencer F. Eddy as a candidate, as it is not proper to jump from First Secretary of an embassy to the position of Ambassador.
