President Roosevelt outlines his thoughts regarding relations with “decent colored men” in the wake of the Brownsville Affair. Roosevelt asks Senator Hemenway for his views about different strategies to perhaps restore some of the men involved in the case, or use a new “battalion of negroes” to repair relations.
