President Roosevelt informs French Ambassador Jusserand that the news about which the latter inquired came out of Paris, France. Neither Roosevelt nor Secretary of State Elihu Root had mentioned it to anyone, and the newspapermen Roosevelt trusts say they knew nothing of it before the news came from Paris.
