Hoitt has already been nominated and confirmed by the Senate, but Roosevelt will look out for the malpractice Churchill claims Hoitt has partaken in. Roosevelt must have proof before removing corrupt or inept federal officials, and can take no action against local officials, in accordance with the Constitution.
