President Roosevelt informs Henry W. Taft that Acting Secretary of State Robert Bacon believes James Speyer has been treated well and that Bacon backs Jacob H. Hollander. He sent Taft and Tweed’s letters to Bacon for comment. Roosevelt is reluctant to influence negotiations of Santo Domingo with the bankers.
