President Roosevelt thanks Paul Caspar Freer, Director of the Bureau of Science of the Philippines, for the copy of the Philippine Journal of Science and congratulates him on its publication. He is interested in Professor Shibasaburō Kitazato’s proposal for an international commission, and has inquired with the State Department regarding whether such a thing is possible.
