President Roosevelt tells John Temple Graves, editor of The Atlanta Georgian, that he believes that if he goes to Illinois to fill a vacancy, he will have to take another man. He remarks that he has wished to put a different Illinois man named Calhoun on the Commission, but he will not accept.
