President Roosevelt sends his former Rough Rider Comrade Eugene W. Waterbury a letter for Mr. Baily. He comments that he has heard good things about Thomas, and that he is not barred from promotion because of his civil war record. Roosevelt promises that Thomas will be judged on an equal basis.
