President Roosevelt asks Governor Winthrop of Puerto Rico to look into the accuracy of some communications concerning labor disturbances and report to him on the matter. Roosevelt states that while the police should be upheld regarding the maintenance of order, no one should be forced to work or otherwise interfered with while they are behaving in a law-abiding manner.
