President Roosevelt introduces Ambassador White to Alatau L. C. Atkinson, who is Secretary of the Territory of Hawaii and President of the Territorial Board of Immigration. Atkinson wants to secure “the right kind of immigrants for Hawaii,” and Roosevelt asks Bryan to do everything in his power to help him.
