Representative Parsons’s dispatch regarding Robert C. Morris crossed President Roosevelt’s dispatch about the same matter. Roosevelt says he will take up the situation again with Secretary of State Elihu Root. However, he notes that Judge George C. Holt believes that Morris’s conduct is “entirely satisfactory.”
