President Roosevelt tells Senator Beveridge that he has already decided who he wants to succeed Miguel Antonio Otero, and that he will put “the joint statehood matter” in his message. Only Roosevelt and William Loeb will go to New Orleans, and in compliance with quarantine rules, will return to Washington by boat.
