President Roosevelt is delighted with the outcome of the conference and will write to John Wallace Springer. Philip Battell Stewart was opposed to Springer, and Roosevelt thought it best not to interfere. Roosevelt expresses confusion about the situation, and he “had no idea what was wanted” of him.
