President Roosevelt is anxious to have the Cuban treaty and tariff settled but is against calling an extra session of Congress. There was opposition to Meyer being appointed to Berlin so it appears that Charlemagne Tower will be appointed as United States Ambassador to Germany. Tower’s appointment will set of a series of changes in the diplomatic corps. Roosevelt will soon leave on a three week trip and hopes to speak on the tariff and trusts.
