President Roosevelt was impressed by W. E. Griffin’s letter, but reiterates David M. Goodrich and William H. H. Llewellyn’s recommendation to reappoint Governor Otero as governor of New Mexico Territory. He suggests that Griffin contact Goodrich about the matter.
