Assistant Secretary of the Navy Roosevelt liked Richard V. Oulahan but “feel[s] like breaking his head” now that he stands between Roosevelt and Jacob A. Riis. He is glad Seth Low has been nominated but agrees with Riis that some of the Citizens’ Union need common sense. Roosevelt advises Riis on purchasing a gun for his son.
