Assistant Secretary of the Navy Roosevelt expresses his admiration for the Brooklyn Daily Eagle and compares support from the newspaper to that of a character, Emma Micawber, in David Copperfield by Charles Dickens. Roosevelt informs St. Clair McKelway that Dalton is not eligible for the gunnery class in the United States Navy because he is not a continuous serviceman.
