Assistant Secretary of the Navy Roosevelt informs Alfred S. Hartwell he will do what he can to get the articles out. Roosevelt and Secretary of the Navy Long agree with Hartwell that Hawaii should be annexed as soon as possible, but asks his opinion be kept confidential as he cannot speak for the current administration.
