In his recent reading, J. H. Woodard found a book describing who the first charter for a steamboat navigation company was awarded to, which included Nicholas J. Roosevelt. Woodard suspects that this is President Roosevelt’s grandfather, and offers to send him the book if it is of interest to Roosevelt. He recently spent time at the Louisiana Purchase Exposition in St. Louis, Missouri, and asked a number of people about their opinion of Roosevelt, and reports that almost universally the response was positive.

J. H. Woodard quotes George S. Payne, a traveling salesman for the Advertising Novelty Company of Cincinnati and former Democratic Committee member. Payne believes that Roosevelt will win the presidential election in Indiana because he has the support of the farmers. Although people believe in “the integrity, courage and ability” of Judge Parker, “no one believes that he can rise higher than the average of his partisans,” who “represent every shade of commercial, financial and tariff views.” Payne notes that the Republicans gained influence in Indiana when the rural delivery service was instituted.

J. H. Woodard believes that President Roosevelt was tricked by Samuel Gompers and John Mitchell into stating that he favored union employees. Woodard views favoring union members as violating the idea that all citizens are equal before the law, both privately and in employment. Woodard implores Roosevelt to meet the issue “bravely and upon the broad grounds of justice.”

J. H. Woodard tells President Roosevelt that Senator Charles W. Fairbanks is favored in Indiana for the Presidential nomination in 1904 but Roosevelt is the second choice. Woodard believes Roosevelt can secure the nomination with careful handling of the Isthmian Canal and Philippine situation. Another important factor will be the careful distribution of patronage and appointments in the South and in Republican states.
