Emperor William II thanks President Roosevelt for a letter which had confirmed William’s assumption that Roosevelt had not believed lies about the Germans which had been told to Andrew Carnegie in London. William states that the rapid rise of Germany and the United States should inevitably cause envy and create enemies among other nations, but that this should bring the two countries closer together. He expresses pleasure that his ambassador to America, Baron Hermann Speck von Sternburg, found favor from the Roosevelt Administration, and expressed his own pleasure with the delegates of America’s recent tariff commission to Germany. He introduces two German officials soon visiting America, and tells Roosevelt that he is sending him a volume of water color paintings of Frederick the Great by German painter Adoph Menzel.

Emperor William II fears that when news of the annihilation of the Russian fleet in the Korean Straits reaches Saint Petersburg, there will be “grave disorder” and possibly revolution and attempts on the life of Emperor Nicholas II. William II has written to advise Emperor Nicholas II to open peace negotiations with Japan and to get a message to President Roosevelt for assistance.

Emperor William II assures President Roosevelt that everything Andrew Carnegie heard in London was “foul and filthy lies” to harm relations between Germany and the United States. He says that King Edward VII disapproves of the Hague Peace Conference, and fears that it will increase “friction.” Emperor William also disapproves of it, but insists that Germany is not building its naval strength with “aggressive tendencies.”

He thanks Roosevelt for the warm welcome the German minister has been shown in Washington and assures him that United States Ambassador David Jayne Hill will receive the same courtesy. He also praises Admiral Robley D. Evans and the Atlantic fleet, and expresses hope that China, the United States, and Germany can come to an agreement regarding the open door policy.
