Sleeper also writes that the USS Denver has arrived in Havana.

Webster relays to Secretary to the President Loeb that Consul General Steinhart wired from Cuba that the rebellion there is spreading in the provinces of Havana, Santa Clara, and Pinar del Rio. President Estrada Palma has requested American military intervention, and warns that any delay “may produce a massacre of citizens in Havana.”

Nelson P. Webster at the White House forwards to William Loeb at Oyster Bay, a telegram from Jacob Sleeper, charge d’affaires in Havana, Cuba, to Secretary of State Elihu Root. Sleeper reports that he has unofficially informed the emissary to Faustino “Pino” Guerra that negotiations for an armistice in Cuba between the government and revolutionary forces have thus far been unsuccessful. Sleeper also provides information on the progress of a train.

Nelson P. Webster reports to William Loeb on an ammunition request by the Cuban government. Although General Fred C. Ainsworth says they have no evidence from the Cuban government or the firm of Hartley and Graham regarding the request, the Cuban chargé d’affaires reports that there was a dispatch to that end. Webster reviews the telegram that was sent in reply to this request outlining the terms upon which the ammunition would be delivered.

Webster forwards a telegram from Edward Charles O’Brien, American Minister to Uruguay, reporting that Secretary of State Elihu Root’s declarations before the Rio de Janeiro congress have been enthusiastically applauded by the newspapers. The newspaper reports say Root’s declarations “obliterate” false impressions and prejudices about the United States.
