Acting Secretary of War Sanger reports that the decrease of American military forces in the Philippines is due to the expiration of enlistments. By June, 22,000 enlistments will expire. There is an ongoing discussion if these vacancies will be filled by sending individuals or regiments.

Acting Secretary of War Sanger reports that, in accord with President Roosevelt’s instructions, the court-martial against Lieutenant Brown will be suspended until Brown returns to the country; the papers on Lieutenant Howell’s court-martial for drunkenness will be sent to the White House; and excellent field service will be given greater consideration than written examination results, for candidates wishing to enter the regular army.

Acting Secretary of War Sanger has received President Roosevelt’s opinion that no officer should ever be surprised and that if an officer’s detachment is surprised he should be tried by court-martial. An investigation has been started regarding the loss of Company “C,” Ninth Regiment on Samar, Philippines.

Acting Secretary of War Sanger has received President Roosevelt’s letter of September 27 addressed to Secretary of War Elihu Root. It is Root’s intention to distribute lieutenant grades purely on merit. Root and the board are prepared to accept any evidence related to a candidate’s qualifications.

Acting Secretary of War Sanger reports that William F. Meek’s application for an army commission was rejected. After recommendations from Senator Platt and Senator Depew, Secretary of War Root agreed to take these into consideration in the future.

Acting Secretary of War Sanger has received Martin Heermance’s letter recommending the appointment of Alexander Dallas Bache Smead as an officer in the Puerto Rico regiment. Sanger responded to Heermance that Smead is eligible for an appointment as a company, regimental, or battalion staff officer. However, there are only a few vacancies for second lieutenants and, due to Smead’s age, he is unlikely to be interested in such an appointment.
