James Bronson Reynolds tells Theodore Roosevelt he received Roosevelt’s note from Helen Suydam Cutting Wilmerding. The case she is interested is in a different county, but Reynolds wrote with advice and suggestions regarding proper procedure under the circumstances. Reynolds is now in charge of the Complaint Bureau of the New York District Attorney’s Office determining the question of prosecution for all cases, though he tries to prevent criminal proceedings whenever possible.

James Bronson Reynolds recalls that President Roosevelt has offered Daniel J. Keefe his choice between the position of Labor Secretary to the Panama Canal Commission and Commissioner General of Immigration. Should Keefe choose Labor Secretary, Reynolds recommends that the salary be increased to $8000 per year. If he chooses to become Commissioner General, Reynolds asks Roosevelt to change the law to give Keefe more power so that he can enact change.

Reynolds will arrive in Washington with Mili︠u︡kov and Charles Richard Crane tomorrow, and would like to bring Mili︠u︡kov to Roosevelt between 4 and 6. He does not wish to embarrass the President, but believes that the public would see it as interference to keep Roosevelt from meeting Mili︠u︡kov.
