Trenor is well connected within the Italian American community and has been tasked with organizing the Italian vote for the campaign. Stewart requests a meeting between Trenor and President Roosevelt.

John Edward Addicks reports on the Republican situation in Delaware. L. Heisler Ball had the support of the Union Republicans and was elected with the understanding that Addicks would be able to make the federal appointments if Ball were endorsed. Ball has now lost support and Republicans are bolting from the party. Addicks holds President Roosevelt responsible for dividing the Republicans in Delaware.

Dix is confident in the Roosevelt administration’s handling of insular affairs but would like to confidentially know President Roosevelt’s views on granting territorial government to “civilized Filipinos.” The lack of information is a major complaint of the Federal Party.
