The candidate is not named in the letter, but Newberry is likely referring to Eustace Barron Rogers for the position of Paymaster-General. Newberry adds that he completed inspection of two of the armored cruisers, the battleship Virginia, the Torpedo Station, and the Training Station. He will also send the Dolphin to New York for repairs.
