William Loeb notes that the attached letter is about Samuel K. Herr’s nomination as postmaster in Westminster, Maryland. Loeb explains that this is the case John C. Shaffer inquired about, as Herr is Shaffer’s cousin.

William Loeb acknowledges the receipt of letters from General Hale. On the direction of President Roosevelt, he reports that Franklin K. Lane has been appointed to the Interstate Commerce Commission, and that Roosevelt does not think he can appoint another person from western states. If Roosevelt were going to remodel the commission it might be possible, but he does not think he can, as there are many members he wishes to reappoint.

William Loeb reminds the Winchester Company that the government rifle shoots a little low, so the company should remember that when sighting the other rifles. President Roosevelt would also like red gun grease, red gun oil, red rust remover, and red crystal cleaner, when the other rifles are sent.

President Roosevelt is confused about the rifle stocks. He sent the 45-70 as an example of the stock he does not like and the stocks of the rifles they sent are like the 45-70. The stock when fitted must be exactly like the government rifle.
