Letter from D. Lecuona to Theodore Roosevelt

D. Lecuona, the Municipal Mayor of Matanzas in Cuba, sends a request to President Roosevelt to adjust tariff regulations on tobacco, sugarcane, and alcohol being imported into the U.S. in order to ease the economic crisis affecting Cuba. Lecuona presents five concessions he hopes the U.S. will make so that Cuba will again become prosperous and notes that it would bring the Americans’ humanitarian intervention to a dignified close.
