Commissioner of Immigration Keefe reports that while in Hawaii, he heard that Japanese men were seen at night and in secluded locations practicing military drills with pieces of wood substituting firearms. He notes that this activity could be related to a strike on the sugar plantations and mills, especially since Japanese and “Oriental” workers are paid less. Additionally, he hears rumors of a Japanese invasion of Hawaii and notes an ideal location for an attack.

Daniel J. Keefe is pleased with the election results, especially the efforts of the National Republican Committee Chairman Hitchcock and Assistant Attorney General Ellis. Keefe leaves Thursday for the annual convention of the American Federation of Labor, which he expects will be “a warm one.” He will report anything of interest to President Roosevelt.

Letter from Daniel Keefe to Theodore Roosevelt

Daniel Keefe writes to President Roosevelt in his capacity as President of the International Longshoremen, Marine, and Transportworkers’ Association to say that he knows there has been a proposal to transfer the dredge in Philadelphia to the Lake Erie Ports. Keefe asks that Roosevelt not approve the proposal since it would hurt the Association’s interests.
