Letter from Clark Howell to Theodore Roosevelt

Clark Howell regrets that he will not be able to get to Washington, D.C. at this point in time to meet with President Roosevelt. Howell happened to run into ex-Governor Joseph Forney Johnston and they talked. Johnston did not discuss with Roosevelt all he wished to get through. Howell wishes Roosevelt to know that Montgomery would be a great place to mention the Jefferson Davis incident and that only a general reference would be needed.

Letter from Clark Howell to Theodore Roosevelt

Clark Howell thinks President Roosevelt is on the “right line” in his response to the race question. Howell believes that if Congress acts on the suggestion “a decidedly forward step” will be taken on “harmonious relations between the races.” Howell further states that the “situation in the South” is “menacing” and if Roosevelt can settle the problem, it will be “the greatest work accomplished by any president since the Civil War.”

Letter from Clark Howell to Theodore Roosevelt

Clark Howell, editor of The Constitution, encloses recent editorials from the four daily newspapers of Atlanta, Georgia. Howell says the keynote of investigation in order to get at the truth of the “race problem” runs through them all, and he notes that this is the first instance in which the four newspapers of Atlanta have ever discussed any proposition along the same general line. Howell suggests the creation of a nonpartisan commission tasked with investigating the issue of whether or not the education of the negro race is “proving his ruination.”
