Charles Henry Grosvenor asks Theodore Roosevelt to speak about the proposed Shipping Bill of the Merchant Marine Commission in his next speech to Congress. The bill passed the Senate and is sitting in Grosvenor’s committee. Grosvenor, after consulting with Joseph Gurney Cannon, decided to wait until the next Congress to report the bill to ensure that the votes were there for it to pass. If the bill is not going to be passed, Grosvenor believes the country should be informed that nothing will be done to help American shipping and trade.
