Commissioner of Corporations Garfield has examined the September 10 report from the Public Printer and confirmed all essential matters from the report of August 10. The workmanship, quality, and speed of the Public Printer is satisfactory but prices are consistently 30% higher than outside prices. The Public Printer has also failed to audit his office and only the transactions between the printer and the Treasury have been audited.

Commissioner of Corporations Garfield writes President Roosevelt to clarify his position regarding the classification of fourth class postmasters. Under the old rules, fourth class postmasters were under the executive civil service, which was different from classified service. The new rules classified the entire executive service under the classified service but left exceptions, including fourth class postmasters, from examination. They remain subject to rules relating to political and religious discrimination.

Commissioner of Corporations Garfield clarifies the position of fourth class postmasters within the classified service. They are part of the classified service but exempted under section 8 of Rule III. However, President William McKinley amended section 8 and made fourth class postmasters subject to a part of Rule II preventing them from using their position “for political purposes, and discriminating against any persons because of religious or political opinions or affiliations.” Garfield regrets that this issue became a newspaper controversy between Postmaster General Henry C. Payne and the Bureau of Corporations.

Commissioner of Corporations Garfield spoke with Senator Marcus Alonzo Hanna regarding the Ohio campaign and believes they will win. Garfield may go to Ohio next month to assist the campaign. Representative Joseph Gurney Cannon has been asked to help out in Ohio and Garfield hopes Cannon can dedicate a week to the campaign. Garfield believes the bookbinders’ union is only receiving formal support from other labor unions in the Miller case.

Letter from James Rudolph Garfield to Theodore Roosevelt

James Rudolph Garfield, Commissioner of Corporations in the Department of Commerce and Labor, acknowledges receipt of copies of letters from President Roosevelt. He approves of Roosevelt’s methods of dealing with the Senate, and feels the public does not understand the complicated relationship between the two. In a postscript Garfield writes that he received General Leonard Wood’s letter about the articles, and there is no need to answer such attacks. If the Senate asks for the records the truth will come to light.
