Secretary of Commerce and Labor Cortelyou provides his opinion on Volney W. Foster’s suggestion for a National Arbitration Tribunal. He provides a review of how similar legislation has been handled in the states and England. Cortelyou notes that the tribunal would be voluntary and few disputes have been submitted to similar state tribunals. He does not believe that the constitutionality of the act would be questioned. The act also lacks means to enforce the tribunal’s awards. During Cortelyou’s review, the bill has been altered several times and introduced to both houses of Congress.
