Chanler writes from Havana, Cuba, where he believes the Cuban reciprocity treaty will pass. He comments on reports being sent to New York and Washington, that Havana is unsanitary and that the government is weak and unable to control a lawless population. Those spreading the rumors want the United States to annex Cuba. However, Chanler has found the country to be safe, clean, and orderly. Chanler is returning to Washington soon and hopes to see President Roosevelt.

William Astor Chanler is in Cuba and has spoken with President Tomás Estrada Palma, whom he describes as a good man. He discusses the problems that the reciprocity agreement might run into in the U.S. and Cuban Senates. Chanler discusses a general strike in Cuba that resulted in no violence. He promises to let President Roosevelt know what he sees and hears if Roosevelt wants to know.
