William J. Calhoun writes to President Roosevelt about Roosevelt’s plan to send him and Ambassador Russell to Venezuela on a warship. Calhoun feels this would cause the Venezuelans to be prejudiced against the nature of his mission. Calhoun will also be reviewing the details of the asphalt controversy as he travels.
