J. W. Gilmore submits a report on the conditions of the La Granja Experimental Station in Occidental Negros, Philippines, and the station’s agricultural prospects. The area around La Granja is dangerous and it is required to be armed when traveling. Much of the estate’s land is idle and the equipment has been stolen or destroyed. Improved machinery and a new variety of cane is required. The system of agriculture should also be diversified. Gilmore believes the station has potential.

William McKinley’s death came at a terrible time as he was at the height of his popularity and the nation was entering a new epoch in history. Francis V. Greene has no doubt that President Roosevelt will be successful. Greene is away on business but offers his assistance if Roosevelt needs him.

Along with the rest of the nation, McCalla has grieved for President McKinley but cannot think of anyone else better qualified to assume the presidency than Roosevelt. Roosevelt’s friends in the Navy believe that the Roosevelt administration will bring “great good to the service.”

McCann is reluctant to congratulate President Roosevelt on his succession to the presidency due to William McKinley’s death, but he will congratulate Roosevelt on his declaration that McKinley’s policies will be continued. McCann is concerned about Roosevelt’s safety and makes recommendations for stronger presidential security.

He believes it is important for President Roosevelt to cultivate political support and he suggests that Senator Platt be offered the position of Secretary of the Treasury. Platt is well qualified and his appointment would be popular in New York.
