Census Director William Rush Merriam should not be trusted in state matters. He has a “small, malicious” following and is bankrupt. Le Grand Powers is a good statistician in the census bureau. Mr. Noyes is a “thoroughly bad man” and can be removed without repercussions. (The latter may be Arthur H. Noyes, district judge for Alaska, who was removed from office in February 1902.)

A committee from the Chamber of Commerce of Puerto Rico will be visiting the United States and would like to meet with President Roosevelt. Governor Hunt cautions that there are Spaniards on the committee but they represent important business interests and are outside of politics. José Celso Barbosa and Sanchez Morales are reliable and were helpful in passing several pieces of legislation.

William H. H. Llewellyn claims that Robert Bradley Hawley controls all federal appointments in Texas in exchange for delivering thirty-six votes at the Republican National Convention. He fears that this combination could be used against President Roosevelt and that unfit individuals, such as the collector at the Port of El Paso, are being maintained in their positions.
