Letter from Leslie M. Shaw to Theodore Roosevelt
The preserve that the moose was supposed to enter had not been declared a zoological garden and the law only authorizes the admission of wild animals to zoological gardens. Secretary of the Treasury Shaw has apparently been able to remedy the problem.
