Ainsworth, a statement of facts in connection with the relief of the Second Squadron, 8th Cavalry, from duty in Yellowstone National Park. Allen explains the history of how the squadron came to serve at Yellowstone, the conditions while they were there, and the generally how the squadron had been received. Allen quotes from several letters mentioning his conduct specifically, as well as that of the squadron, which commend the efforts of both.

Memorandum from William H. Taft to Theodore Roosevelt

In a memorandum requested by President Roosevelt, Secretary of War Taft outlines the reasons for the reversal of the Joint Board of the Army and Navy’s 1903 unanimous decision to construct a defensive naval base at Subic Bay in the Philippines. The decision was reversed in 1907 due in part to the emerging strength of Japan and the cooling of relations with Japan, and to the indefensibility of the area by land.

Major Allen praises the comments made by President Roosevelt about the army and the needs of the service in his message to Congress. He particularly approves of Roosevelt’s point that the army must be physically ready for battle, and that the standing army should be adequately staffed with trained soldiers to meet a crisis. He will be hunting mountain lions which have been notably scarce this year, and admires the “soldier’s temperament” of Yellowstone Park supervisor General S. B. M. Young, noting “West Point cannot give it.”

Four letters written by Theodore Roosevelt to President William McKinley from June to October 1898 about the war in Cuba. Two of the letters deal with the military campaign; one concerns the threat posed to U.S. troops by malaria; and in the last Roosevelt makes the case that he should be awarded the Medal of Honor.

Secretary of War Taft encloses a memorandum forwarded by Army Chief of Staff S. B. M. Young. Retired Brigadier General Aaron Simon Daggett had recommended that United States Army regulations should be changed to prohibit army chaplains from duty as counsel for enlisted men, exchange officers, and other positions. Taft recommends disregarding Daggett’s recommendations.
