I. L. Lippencott responds to President Roosevelt’s issues with the guns. By measurement, the Winchester is the same length as the government rifle. However, the Winchester under lever requires a longer reach than the government rifle. They will also open up the sights on the Winchester.

The Winchester Repeating Arms Company does not understand how President Roosevelt’s issues with the .405 caliber Model ’95 rifle could have occurred. The gun is used “very generally and practically without complaint.” An order form is attached.

President Roosevelt wants to know when the ammunition arrives in Mombasa. He has the leather cases that belong to the Holland and Mannlicher guns and only needs the tin cases. Roosevelt’s name should also be put on the ammunition and gun cases in large red letters. He will sail on the Hamburg-American Line steamer Hamburg on March 23.

President Roosevelt sends the Mannlicher gun to the Winchester Repeating Arms Company. He also sends a Fox double-barreled shotgun, and asks that both guns have cases and cleaning materials. He would like to know if the first shipment of cartridges has arrived in Mombasa. The Company should have a representative aboard the ship to turn the guns over to him in person and to show him where the cartridges have been stowed.

Theodore Roosevelt is returning the two rifles. The stock of the Winchester is a little longer than the stock of the government rifle. The sights of the Winchester also “do not seem as distinct as those of the Springfield.”
