Letter from Francis B Loomis to William Loeb
Assistant Secretary of State Loomis summarizes his efforts to find a consular position for W. J. Sullivan, who has left a business position in the belief that he would receive a consular appointment. Loomis never offered an appointment and doubts Sullivan’s common sense because he left his job before being formally appointed to the consular service. Sullivan is working hard to secure support and references for his appointment and Loomis suggests that he could be appointed consul at Erzurum, Turkey.
